Stirlingshire Province Curling Club
134th Annual General Meeting 30th April 2013
Minutes of meeting
1. The President welcomed everyone to the meeting and thanked those attending. He also noted that Lenzie Ladies had been very unfortunate this year having entered 2 competitions and in one had the wrong date and the second their oppostition failed to turn up. He hoped that 2013 would be more successful
2. Apologies were received from Laurieston and Zetland CC, Sauchie and Bannockburn CC and Campsie Glen CC
3. The minutes of the 133rd AGM were approved with objections. Proposed by Ritchie Stewart, seconded by Phyllis Beattie.
4. Matters arising – the President stated that the rota for committee positions as agreed at the 133rd AGM was now in place.
5. Secretary’s Report.
At the Province championships at Greenacres in November 2012 Stirlingshire had 2 representatives due to a late invitation to Kilsyth to replace a late withdrawal. Falkirk CC qualified for the Low Road and Kilsyth CC qualified for the High Road – both clubs made it to the semi finals before losing. A creditable performance nonetheless.
In the Area 6 KO six clubs from the province took part and Kilsyth won the trophy.
The Area 6 Bonspeil was won by West Lothian this year.
The Province KO was won by Kilsyth CC who qualify to go through to the national Province Finals – once again at Greenacres in November
The Province Bonsepil trophies were shared out this this year:
The Dunn Trophy was won by Kilsyth CC
The Aitken trophy this year was held in the afternoon and was won by Denny CC
The Murray trophy went to Grangemouth CC
The Province medal for the club with the most ends over the 3 Bonspeils was won by Denny CC with a total of 28 ends.
Many thanks to all for taking part.
6. Treasurer’s Report
The Treasurer apologised for the fact that the accounts had not yet been finalised and audited although this would be completed soon with Peter Moody to complete the audit asap. He re-assured the meeting that the Province is in a strong financial situation. There were still 3 clubs who had not paid their subscriptions and one outstanding invoice for the US tour contribution. The treasurer declined to name and shame the clubs involved. There was a question regarding Area 6 subscriptions that may still have to be collected – this would be clarified before the audit. Approval was sought from the meeting to carry the unaudited accounts forward into the next year. There were no objections to this.
The treasurer explained that the main duties of the role were the paying of ice bills and collection of ice fees and subscriptions from clubs. He also pointed out that the Tour fund was now growing again with an annual £10 contribution from all mixed and all-male clubs.
He then welcomed the incoming treasurer Ann MacKenzie and wished her luck in the post.
7. Subscriptions. The proposal from the treasurer was that the Province subscriptions should remain the same as last year – namely £20 per club, a £10 tour fund contribution from all mixed and all-male clubs and £5 collected on behalf of Stirling Curling group. This was unanimously approved.
8. Proposed Constitution and Rules.
The President explained the background to the proposed constitution that had been circulated to the clubs in advance of the meeting. After discussions at the last AGM the current situation regarding an official constitution for the Province was investigated and no formal constitution was found. A proposed constitution was then drawn up largely based on examples of recent constitutions belonging to other clubs and provinces.
There was then some discussion as to whether the constitution could be approved at this meeting and it was decided that it should be provisionally adopted for 2013-14 season with the intentional that it would be ratified with any amendments necessary at the next AGM. Clubs were asked to advise the committee of any amendments considered necessary. Within the discussion questions were raised regarding the number of clubs required to be represented for an AGM to be quorate – the meeting agreed that eight clubs would constitute a quorum. A question also arose about the definition of “Stirlingshire” – it was pointed out by the chair that the province boundaries were defined by the RCCC.
Gifford Rickard raised the issue in the competition rules of what should happen if a team only had 3 players. His feeling was that it was better for the game to go ahead. There was general agreement to this with the exception of the Knockout competition which should be played under normal RCCC rules. The question was then raised as to what penalty the offending team should face. It was pointed out that Area 6 and other provinces already had rules about this which should perhaps be considered. After further discussion it was proposed that:
If a team only had 3 players at the start of the game then the game should start as normal. The penalty for late/non arrival of the 4th member of the team should be:
Up to 15 minutes – 1 end
15-30 minutes – 2 ends
over 30 minutes – 3 ends
The ends would be deducted from the offending team rather than added to the non-offending team.
In the event of a tie on ends then the offending team would lose out. If both teams had offended then the result would be determined by shots up.
The above was proposed by Gifford Rickard and seconded by Calum Macnee.
9. Election of office bearers
Since the rota of committee positions was now in place there was no need for elections. Ted office bearers for 2013-14 season were confirmed as:
President Alan Wilson
Vice-president Graeme Giles
Treasurer Ann MacKenzie
Secretary Calum Macnee
10. Province competitions – review of participation
There was a short discussion about the experiment of running the Aitken trophy on afternoon ice. Several clubs reported difficulties in fielding 2 teams in the afternoon and it was agreed that for 2013-14 1 afternoon and 1 evening session would be booked
11. Presentations
The President then presented the trophies for this year’s competitions:
Dunn Trophy Kilsyth CC accepted by Billy Beattie
Murray Trophy Grangemouth CC accepted by Malcolm Duncan
